Free Technology Training Initiative Launched for Rio de Janeiro Residents The Brazilian Communications Ministry launched the Digital Caravan in 2023, a mobile school providing free technology courses to young people and adults. The initiative was unveiled during the Government of Brazil Street Action, a program designed to bring essential public services directly to communities. The program began in the Manguinhos community in Rio de Janeiro, aiming to train 3,000 individuals across the state. Subsequently, the Digital Caravan will extend its reach to municipalities like Angra dos Reis and Itaperuna, among other cities within the state. Functioning as a mobile learning center, the Caravan is outfitted with a computer lab, delivering training in high-demand fields such as robotics, the assembly and configuration of high-performance computers, and mobile phone maintenance. These courses are designed to cultivate technological and digital expertise, thereby enhancing employment prospects and potential earnings. “The arrival of the Digital Caravan in Manguinhos represents far more than a mere technology project; it embodies a genuine commitment to digitally transforming communities that have historically lacked access to the internet and technological education,” stated Aline Marcon, Executive Coordinator of the Digital Caravan.

Communications Minister Frederico de Siqueira Filho emphasized the initiative’s goal of broadening access to digital opportunities: “Having already trained populations in other states, we are now in Rio de Janeiro to foster digital inclusion and provide technological skills to young people from communities. Our plan is to expand this initiative to other cities within the state, equipping residents with the skills needed for the labor market and emerging technologies.” The Communications Ministry coordinates this initiative, with the Brazilian Network for Certification, Research, and Innovation (RBCI) responsible for its execution. Computers for Inclusion Program Complementing the Digital Caravan, the Manguinhos community also benefited from a new public computer lab established through the Communications Ministry’s Computers for Inclusion program. Located within the Parque de Manguinhos Library, this lab provides 20 computers for public use, improving technology and internet accessibility in the area. Community members can also access services related to health, social assistance, finance, productive inclusion, animal welfare, and youth, including guidance and assistance with obtaining young person IDs. Partnerships for Digital Transformation Established in 1942, SENAI is a leading vocational education and technology innovation institution. It has trained over 92 million workers and annually serves over 3.1 million students across its 1,024 schools nationwide. SENAI offers an array of programs, including technical courses, apprenticeships, undergraduate degrees, postgraduate studies, and technology solutions for businesses. SENAI collaborates with Petrobras on digital transformation projects within vocational education, higher education, and industry-specific services.
