The Rouanet Program in the Interior has successfully concluded its formative phase in Registro, São Paulo, training 4,342 cultural agents and creators. This initiative, a collaboration between the Ministry of Culture (MinC), Neoenergia Institute, and the Social Service of Industry (Sesi), aims to democratize access to cultural incentive mechanisms. Workshops were held in seven cities and administrative regions across the Northeast, Southeast, and the Federal District, including Ceilandia, Planaltina, Brazlandia, Caico, Serra Talhada, Rio de Contas, and Registro, alongside online videoconferences. Registrations for the Rouanet Program in the Interior remain open until April 30th. The workshops provide cultural agents with essential technical skills for drafting, registering, executing, and accounting for cultural projects under the program. This effort is designed to bring the MinC technical team closer to cultural professionals and foster greater participation in federal cultural funding.

Thiago Rocha, Secretary of Foment and Incentive to Culture, highlighted that the program’s success demonstrates an effective strategy for nationalizing cultural incentive resources. He stated, “Our goal is to break historical barriers and ensure that the mechanisms of the Rouanet Law reach regions and localities previously not accessed.” The partnership between Sesi, MinC, and the Neoenergia Institute underscores a commitment to broadening cultural access and strengthening creative economies in various territories. Claudia Ramalho, Cultural Superintendent of Sesi, emphasized the initiative’s impact, noting, “Reaching over 4,300 people in this capacity-building stage shows the strength of this initiative and the transformative impact we can build together.” Reneta Chagas, Director-President of Neoenergia, added that the program’s results validate the objective of valuing the culture of populations in smaller municipalities. She expressed pleasure in seeing Neoenergia’s resource decentralization strategy align with the Ministry of Culture’s goals, enabling interior projects to access Law Rouanet.

Empowering Underserved Regions: Rouanet Law’s Capacity Building Boost for 4K+ Cultural Agents

Adriano Mesquita, a dance and theater professor from Brazlandia (DF), described the capacity building as a significant advancement for the regional cultural sector. He noted that the training provided a deeper understanding of project elaboration and Law Rouanet, which has historically been less accessible. Virtual workshops are available on the Ministry of Culture’s YouTube page via Neoenergia’s official channel. With an investment of R$6 million, the Rouanet in the Interior program specifically targets historically underserved regions for federal cultural promotion. The program will select at least 30 cultural projects from small municipalities in Bahia, Pernambuco, Rio Grande do Norte, and São Paulo, as well as peripheral administrative regions of the Federal District. Selected projects can receive up to R$200,000 for activities in performing arts, music, visual arts, heritage, and humanities. The initiative also includes provisions to incentivize diversity, offering additional scoring for projects featuring a majority composition of women, Black individuals, Indigenous peoples, traditional communities, persons with disabilities, and LGBTQIA+ individuals.
