In Brazil, the New Digital Child and Adolescent Statute (ECA Digital), also known as the FELCA Law (Lei 15.2112025), is now in effect, targeting the exploitation of minors in online content. Felipe Bressanim Pereira, the digital influencer and YouTuber known as FELCA, significantly boosted the effort to pass this law after posting a video in August denouncing social media accounts that were promoting the sexualization of minors. FELCA also spoke out against the “adultization” of children and teens exploited online, often by their own families, for profit. The ECA Digital Law prohibits monetizing or promoting content that sexualizes minors or portrays them in an adult-like manner, potentially aligning influencers more closely with existing child labor regulations. According to Marcelo Crespo, coordinator of Law at ESPM, the Lei Felca clarifies existing issues and raises the legal risk for parents profiting off their children’s images. As an example of the law’s impact, Hytalo Santos was found guilty in a first trial and sentenced to 11 years in prison for creating sexual content with minors.

Interview with FELCA on Digital Child Protection Law’s Impact – Roda Viva Discussion, March 23
